Residential data application for national digital transformation
By the end of 2022, the beginning of 2023 will have about 3-5 million people using VneID, with an increase rate of at least 5% per month; provide 8-10 professional utilities of the Police such as crime denunciation, fire prevention.
Traffic safety, declaration of temporary residence, temporary absence …; providing 8-10 utilities for people such as identification, people authentication, banking services, shopping, payment, education, health, domestic transportation … bringing the highest benefits to the people and the community./.
The acceleration of Project 06 on the development of population data application is important for the plan to build a digital government and socio-economic recovery and development.

This is the goal of project 06 on development of population data application for national digital transformation approved on 6/1/2022.
The acceleration of the project is important for the plan to build a digital government and socio-economic recovery and development.
Nationwide interconnected data system
The national database system on population was born with the goal of being a core information system, the “original” database system of all citizens, mediating the connection of the database system of ministries, branches and localities to create data interconnection, serving population management in modern ways.
This data will serve as a basis for state agencies to exploit, helping to simplify administrative activities related to people and businesses.
Instead of people and enterprises having to declare and authenticate documents when performing transactions with state agencies, now, information will be automatically extracted or exploited by state agencies from the national database system on population, contributing to administrative procedure reform and creating maximum utilities for people.
The national database system on population managed by the Ministry of Public Security has been officially put into operation from 1/7/2021.
After more than 1 year, the system has collected and updated information of over 100 million citizens, according to the criterion of “true-enough-clean-living.”
Citizens’ data is also integrated and officially connected to the database of 11 ministries and sectors; 4 state-owned enterprises and 14 localities, with over 17 million social insurance information; nearly 78 million citizen information with over 133 million vaccinations; over 570,000 data information on staff and teachers; issuing more than 7 million identification numbers to children registered for birth… step by step forming a digital citizen ecosystem.
On that basis, on 6/1/2022, the Prime Minister signed Decision No. approving the “Project on development of data application on population, identification and electronic authentication for national digital transformation in the period of 2022-2025, with a vision to 2030” (referred to as Project 06) to develop the database system on population into a foundation for national digital transformation, shared database, common connection nationwide for ministries, branches, localities, agencies in the political system.
On 18/7/2022, the Electronic Identification and Authentication System came into operation as a new step, making officially one of the countries with national electronic identification.
By July 31, 2022, the system has collected more than 6.1 million records, issued more than 7,800 electronic identification accounts and over 67 million identity cards with electronic chips for citizens.
After 6 months, Project 06 was implemented from the central to the grassroots, obtaining positive initial results; contribute to changing the mode of management of citizens; overcoming the lack of consistency and improving the quality and efficiency in citizen information management; save time and effort; create favorable conditions and an important foundation for deploying online public services to serve people and businesses, contributing to promoting the development of digital Government, digital economy and digital society, as well as rapid recovery and socio-economic development.
